Toxic Chemicals Industries Act
The rules framed by the Indian government for hazardous waste management under the Environment (Protection) Act of 1986 are:
- Hazardous Waste (Management and Handling) Rules, 1989
- Manufacture, Storage and Import of Hazardous Chemicals Rules, 1989
- Rules for the Manufacture, Use, Import, Export and Storage of Hazardous Chemicals and Genetically Engineered Organisms or Cells, 1989
- The Emergency Planning , Preparedness & Response For Chemical Accidents Rules-1995
Transport:
National regulations or guidelines regarding transport of chemicals within the enterprise only exist in few countries. . In India, transport of chemicals is dealt with the Motor Vehicles Act, 1988 and the Central Motor Vehicles Rules, 1989.
Storage
Standards for the storage of toxic materials tend to be contained in guidance notes, MSDS, codes of practices and manufacturer’s code. In India, storage of chemicals is mainly dealt with the Factories Act, 1948 and the Environment (Protection) Act, 1986.
Handling and Use:
In India, safe handling and use of chemicals is mainly dealt with the Manufacture, Storage and Import of Hazardous Chemicals (MSIHC) Rules, 1989. The amended Factories Act 1948.
Waste Disposal:
In the United Kingdom, disposal of waste within the enterprise is provided for in several acts of legislation notably the Health and Safety at Work Act 1974 and the Public Health Acts. The control of waste in general is mainly dealt with under the Control of Pollution Act 1974. The EC has Directives on waste disposal.
In India the control of waste in general is mainly dealt with the Hazardous Wastes (Management and Handling) Rules 1989.
